yes, SS and quiver bring steady below GCD so haste only affects rougly 35-40 of your dps as BM, making it significantly less good than agility, AP, crit, ArP or well.. anything.
You still want to fire other shots when a: they do more dmg than steady and b: you can afford it mana-wise.
CA vs mortal shots is dependant on gear I think, check cheeky's for that.
